少林寺數百年來弘揚大業，發展武功，曾為太平盛世立下不朽功勳。 清廷為打壓异己，控制人民，借助少林叛徒石少鋒（田俊飾）等人圍攻少林，致使少林弟子流落各地。 少林大智禪師得意弟子雲飛（譚道良飾）功夫學成，奉師命下山保護反清義士並清理少林門戶。 雲飛於路得譚小弟（成龍飾）幫助混入石少鋒所在白石鎮。 恰逢眾義士搭救一少林子弟，不幸石少鋒一夥早有準備，石之左膀右臂杜清（洪金寶飾）將眾義士殺傷無數。 雲飛接近杜清，假意投靠石少鋒一夥，不料被石看破，身陷縲絏，譚小弟再次出面將雲飛救出。 原來譚小弟之兄長正是被石少鋒害死，二人決計合力誅殺石，隨即邀請因石少鋒而失手害死自己心愛女子的劍術高手江南浪子加入己方……
